The Omega Elite Dump Pouch by Blackhawk can be used for loose ordnance, empty magazines or evidence/contraband. An easy-access #9 YKK dual zipper closure, and top hook & loop flap that can be kept inside by two overlapping layers of heavy duty elastic which allows you to quickly drop items into the pouch, but keeps them in place.
